Thank you for including a screenshot - it always helps a lot.
Could you please translate the part of the message that talks about Temp folder files?
Also, please go to the "c:\programdata\ultidev\webserver\" folder and see if you can open UWS.Configuration.xml file in a text editor and make a simple change, like adding a whitespace to it, and save it - just so we could rule out some system-wide access rights restrictions.
