UWS uninstaller can be found in its Start menu group (see attached screenshot).

UWS is not in the Add/Remove Programs list because users of redistributable web applications sometimes uninstalled UWS without realizing they were making some of their software inoperable. Our unsintaller warns if there are applications that may be affected by UWS uninstallation.

I only have the explorer. I see no file like this in the directory. Do I have to download and install to be able to uninstall?

Yes, the next thing to try is to download the product, attempt an installation to repair the damage, and then uninstall.
