The most likely cause is UltiDev Cassini Web Server service is not running for some reason. Please run Services console from Control Panel | Administrative Tools and start service if it's not running. Also please check Application Event Log by going to Administrative Tools | Event Log. If you find any error entries for UltiDev Cassini, please
forward them to us. Please let us know whether you were able to have Cassini started. We did our best testing Cassini with several non-English versions of XP and hope we'll be able to help you. Please let us know if you have upgraded form previous version of Cassini or instaleld it from scratch. Also please tell us whether you have Cassini 2.0 installed side by side with 1.1.
