It appears that UltiDev Cassini Server Explorer was not installed on the target system. Please take a look at "Programs and Features" in the Control Panel to see whether UltiDev Cassini Web Server Explorer is installed. If not, please check Windows Event Viewer (Application) to see whether there were any errors that caused Cassini Explorer installation failure.
When you install an application on a system-determined port, Cassini Explorer is required to redirect to your application. In case Cassini Explorer failed to get installed, you may still check the CassiniMetabase.xml located in "C:\ProgramData\UltiDev\Cassini" folder to get application's port number and then simply point the browser to http://localhost:appportnumber/. If you install your application on a specific port, then Cassini Explorer is not required to redirect to your application because your application address/port is always known.
