Install problem - Windows Installer 3.1

Hi!
I downloaded UltiDevCassiniWebServer2.exe and run it, bu got following error:

Component Windows Installer 3.1 has failed to install with the following error message:
"Â ïðîöåññå óñòàíîâêè ïðîèçîøëà íåèñïðàâèìàÿ îøèáêà. "

The following components were not installed:
- UltiDev Cassini Web Server for ASP.NET 2.0

The following components failed to install:
- Windows Installer 3.1

See the setup log file located at 'C:\DOCUME~1\xxx\LOCALS~1\Temp\VSD17.tmp\install.log' for more information.


So I downloaded from MS site Windows Installer 3.1 (WindowsInstaller-KB893803-v2-x86.exe) and run it, but got message, that this update already installed
How can i fix that problem?

ps my os - Win Xp sp2

Hi there!

Hmm, this is not a familiar issue, and what makes it difficult to troubleshoot is that the failure occurs in the part of the execution flow where we have no control - it's a Visual Studio-generated Setup.exe bootstrapper trying to download and install a component authored by Microsoft. I tryed removing and installing Windows Installer again but got same message
Reinstalling Windows helped
