No, all seems to be working and there were no outage reports. Did you get "page not available" when downloading UltiDev Cassini?

Do you get an error if you point your browser to http://localhost:7756/ ?
In any case, please check the Windows Event Log - Applications (Control Panel -> Administrative Tools -> Event Log) to see if there are any error and/or warning entries related to either UltiDev Cassini, or to your applications. If there are, please post them here.
