Is there any way to take a set of aspx pages and data, and with UltiDev package it all in an installer package, so that to a typical user, it would be completely transparent that it was anything but a normal .exe application (in other words, the UltiDev interface would never be seen)?

Please check Developer's Guide to find out how to bundle ASP.NET application installer with UltiDev Cassini. It also explains how to create a start menu icon the will launch a browser. If your EXE application hosts browser control, then you could use Cassini API to find your application information, including URL with port number.
