This kind of error is invariably a certificate trust issue. Please take a look at the Event Viewer (Application) to see whether it has captured where exactly this problem occurred. Another place to look is to run MMC, then add Certificates (for local computer) snap-in, and then check Trusted Root Certification Authorities whether UltiDev LLC CA certificate is there. If not, the possible reason of the cert not getting there is if you ran an installation from non-admin user account.
