When I enter a port number of 9999 using Cassini Explorer, I get a message stating that I should enter a valid port number between 0 and 65535. This port is open and available. I was able to get it to work if I entered a port number of 09999. This registered my app as listening on port 9999

Thank you, we will fix it in the next build.

Meanwhile you can use this workaround: if the port number is shorter than 5 digits, enter leading zeros to pad the value and make it 5-digit number. For example, if you want to specify port 8080, enter 08080.
