Fatal Error - Deleting Cassini Folder

Hello,

I did a great mistake - I deleted the UltiDev-Folder by myself without uninstall routine from Windows. Now I cannot reinstall, uninstall or repair the webserver.
I set the webserver disabled at Windows services and tried to uninstall, reinstall and repair - nothing worked. It seems that some hidden files are blocking all activities. What can I do?

The error code is 2869
